Anna-Bettina Kaiser holds a chair in Public Law and General Jurisprudence at the Law Faculty at Humboldt University Berlin. Prior to this, she was Professor (2014–2021) and Junior Professor (2010–2014) for Public Law at Humboldt University Berlin. She earned both her doctorate and her habilitation from the University of Freiburg. Her habilitation thesis, ‘Ausnahmeverfassungsrecht’ (‘Exceptional Constitutional Law’), was on the best non-fiction list of the German newspaper DIE ZEIT in July/August 2020. Anna-Bettina Kaiser has been co-director of the Integrative Research Institute Law & Society since 2019. Her most recent publications include a contribution on “The State” in “The Cambridge Handbook of Constitutional Theory” (forthcoming) and the German National Report on “Global Threats and Global Emergencies: Legal Reactions” at the International Academy of Comparative Law (2022).
